Autonomous delivery robots in France: what the August 2026 order actually changes

The Transport ministry frames it as a step toward public-road circulation — especially urban last-mile logistics. Coverage (BFMTV, regional press, specialist sites) lands on the same point: until now, these machines lacked a clear legal frame.

Reading “authorised” as “robots everywhere by Monday” would be a mistake. The text mainly creates a regulatory pathway: vehicle category, type-approval, traffic rules, supervision, cybersecurity, and local power over zones. Without that, no serious rollout. With it, rollout remains conditional.

What the order actually unlocks

Before: a legal gap for machines built to carry goods with no person on board, using sensors (cameras, radars, lidars depending on the model) and onboard driving software. After: these robots can be type-approved by fitting into motor-vehicle category L — the family that already covers mopeds, tricycles, light quads, and similar.

Practical consequences often mangled in headlines:

  1. Roadway: yes. Circulation is meant for the carriageway, like other powered vehicles in that family.
  2. Sidewalks: no. Pedestrians keep the pavement; ministry messaging and press summaries are explicit.
  3. Homologation required. Each model must go through a reception / type-approval process before market or service — not a blanket pass for any company.
  4. Remote supervision. The idea is not an abandoned machine: human remote supervision is part of the announced frame.
  5. Cybersecurity and data. Requirements around IT security and data handling (sensors, mapping, telemetry) — central once a fleet moves through a city.

The UN and the European Union are still working on an international homologation frame. France is choosing to act now rather than wait for a full EU / UN text — which the ministry states openly.

Size and payload: ballpark figures (handle with care)

Press and ministry-linked summaries circulate reported ceilings, not a portrait of one model already running everywhere:

  • length up to about 4 m;
  • width up to about 2 m;
  • height up to about 2.5 m;
  • payload up to about 1,000 kg (announced maximum — many last-mile robots will be smaller).

In other words: this is not only the tiny sidewalk cart seen in some foreign cities. Engines can approach the footprint of a compact city car — which is why the text insists on the roadway, not the sidewalk.

Who decides where they run: state and local governments

National homologation does not “open France.” Local governments define the zones and routes where circulation is allowed. That is the political and urban lock: one metro area can stay cautious, another can trial a logistics corridor, a third can wait.

For readers: even after the order, you will not know whether a robot can use your street from the JO alone. You will need local orders / deliberations, pilots, and approved operators.

Last mile: the real economic stake

The “last mile” is the most expensive, congested end of the chain: between a peri-urban depot / hub and the customer’s door.   • the future of human couriers (complement, substitution, or niche);
  • liability after a crash (maker, operator, supervisor, local authority — still a legal workstream);
